QTSI has the ability to acquire, catalog, analyze, and convert inputs of many types into actionable information. In some cases, the input is in the form of a seismic or other technical signature. In other cases, the input is text-based information being propagated through various avenues including the Internet and other business or commercial media. QTSI has the capability to acquire these data, catalog, analyze, and convert it into actionable information.
Intelligence Analysis and Support - QTSI provides support to CENTCOM J2 under the existing JICCENT Intelligence Based Analytical Technical Support contract. A QTSI team prepares intelligence products, contributes to CENTCOM J2 functional cells (Threat Finance, Counter-IED, Asymmetric Warfare Defeat, Suicide Bomber/Foreign Fighter), participates in Coalition Intelligence Center working groups, assists in identifying hardware/software requirements, develops functional databases, and contributes to the JICCENT Counter-terrorism database.
Export Compliance - QTSI recognizes the increasing importance of full compliance with the import/export regulations of the United States. Most businesses that deal with the export/trade of goods and services may be vulnerable with respect to the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Treasury Regulations (Office of Foreign Asset Control, OFAC), Immigration and Customs Regulations, the Foreign Corrupt Practices Act, and the Anti-Boycott Law.
QTSI staff work with organizations to develop their export compliance programs. We audit current programs to identify any shortfalls, and make recommendations for corrective actions. QTSI has the capability, in-house, to prepare ISO 9001:2000-compliant export compliance manuals, processes, and instructions that also conform to the client’s internal management systems. We are capable of providing training to the client’s personnel, and/or providing training outlines and materials to the client’s in-house training staff to support internal training programs. QTSI also has experience with automated compliance documentation, message surveillance, and other record-keeping systems that are necessary in today’s regulatory environment. These tailorable capabilities are available to companies and individuals to meet their specific, proactive needs or in response to any deficiencies discovered during an audit process.
Technology Transfer and Commodity Flow Analysis - The illicit acquisition of export-controlled technologies by foreign individuals and organizations has been a growing concern of the US government. QTSI analysts have in-depth knowledge of US laws, regulations, treaties, policies, and procedures relating to the export of technology and extensive experience in countering the exploitation of controlled technologies. QTSI can provide integrated, cross-functional, inter/intra-agency support to counter foreign attempts to obtain and compromise critical U.S. technologies and materiel. Our staff experts who conduct technology transfer and commodity flow analysis understand the evolving roles of various Government agencies in the Global War on Terror, and apply that understanding to assist these agencies with difficult technology transfer issues. QTSI has capability to provide this type of support to the DOD and to numerous other US government agencies.
