Freddie "Chick" Garcia, Jr.

Chief Executive Officer & Chairman of the Board

Mr. Garcia is the co-founder and original owner of Quantum Technology Sciences, Inc. (QTSI). He served as its President until 2006. From 1984 through 1991, Mr. Garcia was an executive with Grumman Aerospace Corporation responsible for high technology business development. Prior to that, Mr. Garcia served in the United States Air Force which included combat missions in the South East Asia conflict, an Exchange Officer with the Royal Air Force in England, and an instructor at the USAF Academy. Mr. Garcia has an M.S. Degree in Engineering Physics from the Air Force Institute of Technology and a B.A. Degree in Physics from the University of South Florida.

 

Mark Tinker, Ph.D.

President

Dr. Tinker joined QTSI in 1998 as a geophysicist and program manager. He was selected to become President in April 2006, as a result of his technical expertise and vision for the company. He immediately divested two QTSI divisions unrelated to his vision of core competence for QTSI, changed the company name, and worked with Mr. Garcia to establish employee ownership. Dr. Tinker has been the driving force to establish QTSI as a niche small business with unique capabilities in the operational, analytical production of technical intelligence. Dr. Tinker received his B.S. in Geology from Trinity University in San Antonio, TX and his M.S. and Ph.D. in Geophysics from the University of Arizona in Tucson, Arizona. The focus of his research was on Nuclear Explosion Monitoring and Deep Earthquakes.

 

Christopher Bailey

Vice President - Business Operations

Mr. Bailey co-founded QTSI after an international career spanning from England to the Middle East to Canada and then the U.S. He is a life member of the Air Force Association and one of twelve national members of the AF Space Command Commander's Group and has multiple national recognitions for his service to the Air Force and the AFA.

 

Christopher Gunn

Director of Operations

Chris Gunn, originally from the town of Farnborough, England, joined QTSI as a Senior Quality Engineer in May 1998. He has 18 years experience in Quality Assurance, Quality Control, in both UK and US Defense, Manufacturing, and Service industries. He holds certification as a Quality Engineer from the Chartered Institute of Quality Assurance (CIQA) and is a trained Auditor (Lead Assessor), with additional experience in International Subcontractor Management.

 

Garry Glover

Corporate Comptroller

Mr. Glover retired from the Air Force and joined QTSI in 1998. Mr. Glover obtained his Masters Degree in Engineering Management from the University of Central Florida. He also holds Earned Value certificates from the Defense Acquisition University (DAU) and EVMS Training Solutions.

 

Geoff Lambert

Principal, Strategic Requirements

While on active duty in the Army, Geoff Lambert commanded the JFK Special Warfare Center and School, was commander of the US Army Special Forces (Green Berets), Special Operations Command - Europe, and the Director of Operations and Plans for the US Special Operations Command, leaving the service as a Major General. Today, in addition to refining strategic requirements for QTSI, he directly provides strategic planning, war gaming, experimentation, and concept development support to the Department of State, Combined Forces Command - Korea, US Joint Forces Command, US Special Operations Command, US Army, US Marine Corps, and US Air Force.

 

Stan Highsmith

Director, Special Programs

Mr. Highsmith served 20 years in the United States Air Force in multiple career fields: Munitions, Missiles, Cryptographic Communications (Master Instructor), and Intelligence Officer (Imagery and Signals Intelligence). He also served as United States Special Operations Command's, Systems Integration Management Officer for Intelligence Systems and completed his USSOCOM career as the Deputy Program Executive Officer for Special Programs. Before coming to QTSI, Mr. Highsmith was the Director of Military Space Programs at Honeywell International. Mr. Highsmith has a M.S. in Management from the Florida Institute of Technology and a B.S. in Electronics Management from Southern Illinois University.

 

Robert Nieman

Director, Program Development

Mr. Nieman has two decades of experience in the management of personnel and critical Department of Defense systems. His experience spans from the US Navy Nuclear Power program to space launch communications systems. Certified as a Project Management Professional and an ISO Lead Quality Auditor, he supports the company in ensuring strategic intent is captured within each program, including the intent to continually improve customer interaction and support.

 

Ken Ports, Ph.D.

Director, Strategic Operations

Prior to joining QTSI, Dr. Ports spent several years at the Florida Institute of Technology, where he served as Professor of Electrical and Computer Engineering, Associate Dean of the College of Engineering, and Director of Florida TechStart, the university's small business accelerator. For 25 years prior to that, he held several technical, managerial, and senior staff positions at Harris Corporation and at Intersil. Dr. Ports received a PhD in Physics from Purdue University in 1976, has 58 publications, and holds 11 patents.

 

Tracy Reingruber

Director, Interagency Development

Ms. Reingruber has over 23 years of Government and commercial experience in development and testing of new CBRNE and counter-terrorism products for a variety of international and domestic customers. During her tenure with the Department of Defense, she held several scientific and management positions at the US Army Dugway Proving Ground. In 1997, Mrs. Reingruber became Program Manager of the Technical Support Working Group CBRN Subgroup and then the International Program. She joined the commercial sector in 2004 when she accepted the Director for R&D and Product Development position at Smiths Detection. She has a M.S. in Engineering Management/Systems Engineering and a B.S. in Mathematics.

 

Larry Sills

Director, Strategic Development

Mr. Sills is a 28-year veteran of the Air Force where he served as a fighter pilot in the A-10, OA-37, F-16, and then gained broad experience in technical intelligence and electronic warfare test. As a Colonel, he served in Strategy, Policy, and Plans at US Southern Command Headquarters, and later directed multiple special R&D programs for the Defense Intelligence Agency and the Air Force. He holds a Masters Degree in Engineering Physics and another in Strategic Studies.
