Freddie "Chick" Garcia, Jr.
Chief Executive Officer & Chairman of the Board
Mr. Garcia is the co-founder and original owner of QTSI. Mr. Garcia served in the United States Air Force which included combat missions in the South East Asia conflict, an Exchange Officer with the Royal Air Force in England, and an instructor at the USAF Academy. After retiring he worked for Grumman Aerospace Corporation before founding QTSI in 1991. Mr. Garcia has an M.S. Degree in Engineering Physics from the Air Force Institute of Technology and a B.A. Degree in Physics from the University of South Florida.
Mark Tinker, Ph.D.
President
Dr. Tinker joined QTSI in 1998 as a geophysicist and program manager. He was selected to become President in April 2006, as a result of his technical expertise and vision for the company. He immediately divested two QTSI divisions unrelated to his vision of core competence for QTSI, changed the company name, and worked with Mr. Garcia to establish employee ownership. Dr. Tinker has been the driving force to establish QTSI predominance in tactical geophysics and technical data systems. Dr. Tinker received his B.S. in Geology from Trinity University in San Antonio, TX and his M.S. and Ph.D. in Geophysics from the University of Arizona in Tucson, Arizona. The focus of his research was on Nuclear Explosion Monitoring and Deep Earthquakes.

Christopher Bailey
Vice President - Business Operations
Mr. Bailey co-founded QTSI after an international career spanning from England to the Middle East to Canada and then the U.S. He is a life member of the Air Force Association and one of twelve national members of the AF Space Command Commander's Group and has multiple national recognitions for his service to the Air Force and the AFA.
Robert Nieman
Director, Program Development
Mr. Nieman has two decades of experience in the management of personnel and critical Department of Defense systems. His experience spans from the US Navy Nuclear Power program to space launch communications systems. Certified as a Project Management Professional and an ISO Lead Quality Auditor, he supports the company in ensuring strategic intent is captured within each program, including the intent to continually improve customer interaction and support.
Ken Ports, Ph.D.
Director, Strategic Operations
Prior to joining QTSI, Dr. Ports spent several years at the Florida Institute of Technology, where he served as Professor of Electrical and Computer Engineering, Associate Dean of the College of Engineering, and Director of Florida TechStart, the university's small business accelerator. For 25 years prior to that, he held several technical, managerial, and senior staff positions at Harris Corporation and at Intersil. Dr. Ports received a PhD in Physics from Purdue University in 1976, has 58 publications, and holds 11 patents.
